These options can be used in all the different modes.
RPM can be used to install and remove software packages, update packages and get an overview of all installed packages.
When an upgrade works, you get a few more features or better performance.
Ubuntu has more packages available than Fedora, so you'll have a better chance of finding what you want in the repositories.
As with Fedora, graphical applications will put a link into the Applications menu.
